They have been making these for a while now. The old one was with the flow of when your trolling motor ran and water flowed through it. It kinda looked like a doe-in-a-can call. Idk though, I think its just a big marketing scheme. Being a fisheries major there isn't really anything that could make it seem like that would make sense or work. Maybe for spotted bass since they school but I don't see any point to it.

I think it could help or hurt you. Same concept with putting rattles in cranks and using colorado blade spinnerbaits.
If the fish are actively patrolling the shallows in about 4-8" FOW and flushing minnows and shad out of cover, this thing would probably help you slay the snot out of them. Then again, a subsurface wakebait of some sort could probably do the same.
If a cold front just passed through and the bass are lethargic, holding very tightly against cover or suspended over humps, laydowns and such, I doubt this thing would make that much of a difference. If you wanted to attract them to come up from their suspended depth, a Pointer 78 or Slender Pointer 97MR would probably do just as good a job of that.

Everyone would be calling BS on this if KVD wasn't promoting it.
I'm sure it has some effect on the fish, the concept is definitely there. However, I don't think there is anything that can actually make fish bite. They are a living organism, they don't have some on switch that all you have to do is flip on to make them bite. We've all seen fish ignore baits or even live bait put right in front of their face, there is a lot more that goes into it than just triggering a feeding instinct.
It's really sad that this company is going to sell thousands of these things. Guess that just goes to show you who would rather catch fish and win tournaments relying on knowledge and skill alone.
